Allotment of Land: Know All About The Procedures

Checklist:

  • The activity should be a manufacturing activity.
  • The unit should have EM-I/EM-II, Acknowledgement of IEM , as applicable.
  • New unit as well as existing unit may also apply for Shed/plot of land.
  • Existing unit undergoing expansion/modernization/diversification, as the case may be , may also apply for new plot of land.
  • Check if all the accompanying documents are submitted while applying

Overview and Salient features

Overview
AIDC has provided the land to Entrepreneurs for setting up Industrial Projects on leased basis. The land shall be used for erection of Factories for the industrial production and other related purposes as may be permitted by the Corporation. As per provision of Land Management Rules of the Corporation, the Corporation has follows the rules for disposal of land in the IGC’s & IIDA’s etc.

Salient features

  1. Industrial Infrastructure falls within the undivided Kamrup district shall be allotted through bidding process as and when land/sheds are available. Under this category following are industrial infrastructure falls within bidding process , viz: (1) Under AIDC- EPIP, (2) under ASIDC- Food Park Chaygaon, Industrial Area Bamunimaidam and Bonda and under (3) AIIDC- Industrial Estate Bamunimaidam, Mini Industrial Estate, Kalapahar, Industrial area Kalapahar, Industrial Estate Rani, IID Rangia and Industrial Growth Centre Chaygaon-Jambari-Rani. Applicant may apply for allotment as per procedure/s mentioned in the bid document.
  2. In case of other places , the allotment shall be made on First Cum First serve basis. Application may be submitted to the concerned agencies (AIDC/ASIDC/AIIDC) along with required documents as per check list.
  3. There are two committees for allotment of land in the industrial Infrastructure . These are (1) State Level Committee under the Chairmanship of Senior most Secretary of Industries & Commerce Department , where the allocable area is more than 2 acres and (2) Corporation Level Committee under the Chairmanship of Managing Director , where the allocable land area is less than 2 acre
  4. Necessary fee , if so required may be paid to the concern agency/ies at the time of submission of application.
  5. On receipt of the application, if the requirement of land is below 2 acre, the proposal shall be cleared within 30 days from the date of submission of application by the agency itself.
  6. If the requirement of land is more than 2 acre, the proposal shall be place before the State Level Committee (SLC) for approval and shall be cleared within 30 days.

Steps

  • Land available in the undivided Kamrup district shall be allotted through bidding process. The industrial infrastructures falls within this category is Export Processing Industrial Park (EPIP) only.
  • In case of other places , the allotment shall be made on First Cum First serve basis.
  • There are two committees for allotment of land in the industrial Infrastructure .   • The application/s shall be disposed off within 30 days from the date of submission of application.
  • After allotment , the unit should start its production within 3 years.
 

A. Land  area below 2 acres

Application in prescribed format (Annexure-A) shall be submitted to the Managing Director , AIDC Ltd, RG Barua Road , Guwahati- 781 024 directly with prescribed fee, etc.

On receipt of the application , subject to availability of land , application shall be examined  by a technical committee and the same shall be placed before the Corporation Level Committee for approval.

On receipt of the approval of the committee , allotment letter shall be issued to the  applicant for execution of Leased deed agreement.

On signing of Agreement, Land  shall be handed over to the applicant.

B. Land  area above 2 acres

On receipt of the application, same shall be examined by a technical committee AIDC Ltd.

On approval of the Technical Committee , same shall be placed before the SLC for approval.

On receipt of the  approval of the SLC, allotment letter shall be issued to  the applicant for execution of Leased deed  agreement.

On signing of Agreement,  Land shall be handed over to the applicant.

Eligibility Criteria:

  1. The unit should have valid EM-I/EM-II/IEM as applicable, a copy of Project Report in case of new unit and three years balance sheets in case of exiting unit.
  2. The unit should have clear site plan of the project.
  3. The unit should not be in the red category under Pollution list.

Fees including the payment mode

Application shall be accompanied with following fee, viz:
  (1) Non-refundable processing fee of Rs.50000 ( Rs fifty thousand) in case of Small and Medium enterprises and Rs.200000 ( Rs. two lakh) in case of Large industries.
  (2) Security deposit of Rs. 5000 per 1000 sq mtr
  (3) Development charge 10% of the total estimated development charges.

Accompanying Documents required

  1. Copy of EM-1/EM-II/IEM , as applicable
  2. Project Report , if the venture is new.
  3. Plant layout indicating the area for installation of machinery, space for raw material/finished products, generator set, utility services, etc.
  4. Company profile and PAN card of the promoter/s.
  5. Last three years balance sheets in case of existing unit.
  6. Certificates, NOC,etc
    Copy of EM-I/EM-2/IEM , necessary fee in form of Demand Draft, Project Report and site plan should be submitted along with the application. If existing unit, three years balance sheet should be submitted with the application.
  7. Photo ID, size, quality, signature , etc.
    There is no Photo Identity card is necessary while submitting the application. However , applicant may put his digital signature in the application , if available

If the  Land area below 2 acre , the proposal shall be placed before the Corporation Level Committee. If the land area is above 2 acre, the proposal shall be placed before the State Level Committee for approval.

On receipt of the approval from the respective committee/s, land shall be allotted to the applicant after execution of  leased deed agreement.

  1. All columns of the form are to be filled up.
  2. Applicant may also put their digital signature in the specific column.
  3. The application shall be filled as per information available in the Project Report .
  4. If the column is not applicable , filled up with " Not Applicable".

Important Time lines

  1. Due date:
    There is no due date of submission of application except if it mentioned in the bidding documents.
  2. Time for processing:
    The proposal shall be cleared within 30 days from the date of submission of application.
